ETFO Employee Life and Health Trust (ELHT) Benefits Plan

The 2014 ETFO Central Agreements set out provisions for a new ETFO Employee Life and Health Trust (ELHT) Benefits Plan for Teachers/Occasional Teachers and DECEs/ESPs/PSPs. The Plan is being phased in across locals in waves. Members of locals in the first three waves transitioned into the plan on November 1, 2016, February 1, 2017, and April 1, 2017.  Members of the remaining locals will transition on June 1, 2017 (wave 4).  It is anticipated that eligible retirees will be transferred into the ETFO ELHT in August 2017 (wave 5).

The Plan is being administered by OTIP. Members receive their enrolment package from OTIP approximately two-three weeks prior to their transition.  Those members in wave 4 will receive their OTIP package in May 2017.  It is anticipated that eligible retirees in wave five will receive their OTIP enrolment package in July 2017.

When will locals transition into the plan?

  • Wave 1 - November 2016: Halton, Kawartha Pine Ridge, Ottawa Carleton, Peel, Rainbow, Renfrew, Simcoe County, Thames Valley and Waterloo Region district school boards.
  • Wave 2 - February 1, 2017: Algoma, Bluewater, Niagara and Ontario North East district school boards.
  • Wave 3 - April 1, 2017: Avon Maitland DSB, Durham DSB, Durham CDSB, Grand Erie DSB, Greater Essex County DSB, Hamilton-Wentworth DSB, Limestone DSB, Toronto DSB, Toronto CDSB, Trillium Lakelands DSB, Upper Grand DSB, Bloorview School Authority and John McGivney Children's Centre School Authority.
  • Wave 4 - June 1, 2017: Hastings-Prince Edward DSB, Lambton Kent DSB, Keewatin-Patricia DSB, Lakehead DSB, Moosonee, Moose Factory, Near North DSB, Rainy River DSB, Superior-Greenstone DSB, Upper Canada DSB, York Region DSB, Campbell Children's School Authority, KidsAbility Education Authority, Niagara Peninsula Children's Centre School Authority and Penetanguishene Protestant Separate School Board.
  • Wave 5: TBD

Who is eligible to participate in the ETFO Benefits Plan under the ETFO ELHT?

  • ETFO Teachers, ESPs, PSPs, and DECEs in permanent positions;
  • Long Term Occasional Teachers holding a position of 90 consecutive calendar days or longer;
  • Retirees that enroled in board-owned retiree plans prior to August 31, 2013 and still hold those benefits on the date that their local transitions into the new ETFO ELHT will be able to participate based on prior arrangements with the board;
  • Retirees that enrolled in board-owned retiree plans after August 31, 2013 and still hold those benefits on the date that their local transitions into the new ETFO ELHT will be able to participate based on 100% retiree paid premiums in a segregated experience pool.

What should you do if you do not receive your OTIP enrolment package?

You will receive your OTIP enrolment welcome kit in the mail approximately two to three weeks before your transition date. Following that, you will receive an invitation to enrol, sent to your board email address. If you do not receive this information by your transition date, please contact OTIP at 1-866-783-6847 or email ETFOenrolment@otip.com. While a deadline for enrolment has been set for one month following the transition date, ETFO will ensure that all eligible members will be enrolled by extending deadlines if necessary in the event that members did not receive an OTIP enrolment email or whose personal information on the OTIP portal was inaccurate. This will not affect your continued benefit coverage.

Getting information about your plan and benefits​​

Moving 78,000 ETFO members to a new province-wide benefits plan is a large undertaking for ETFO and the OTIP plan administrator and both are experiencing a high volume of calls. While we are making every effort to answer members’ questions, here are ways to seek information regarding your benefits plan:

  • Check out the Frequently Asked Questions to find answers;
  • If your call is of a general nature, contact ETFO at 416-962-3836, toll free 1-888-838-3836 or ETFO-ELHT@etfo.org;
  • Once you have received your enrolment information from OTIP, follow the instructions contained in the online tutorial (www.otip.com/loginhelp) to complete your benefits enrolment.
  • If you require assistance or have questions you can contact OTIP directly at 1-866-783-6847. OTIP has increased the number of representatives taking calls, and extended their hours: Monday to Friday from 8:00 a.m. to 8:00 p.m. and for enrolment–related assistance only on Saturday from 9:00 a.m. to 3:00 p.m. To avoid lengthy wait times we recommend you call later in the week as call volumes are busiest Monday and Tuesday. 
  • If you are in wave 3, 4 or 5, your enrolment information will follow as per the timelines above. 

Wave 1 participants received the full plan design upon enrolment. Those members in other waves can access the Plan design on the ETFO CB Facebook group (under ‘Files’) or by logging onto ETFO’s EMS at https://events.etfo.org/my-etfo/mycollectivebargaining/elht/ and clicking on the CB tab.​

Reminder: Previous Board Plan Claims Deadline

Wave 2 members should be reminded that many plans have a deadline for submitting claims after termination. 90 days is common but the specific timeline for each plan may vary. Members should check with their board or their previous carrier to confirm the deadline and submit claims incurred prior to February 1, 2017 as quickly as possible. Online claims portals for the previous plans are no longer active, so members are required to send claims to their previous carrier by mail.  If the previous plan had a 90-day time limit, claims will need to be received by the carrier before midnight on May 1.
